Those have been marketed by many obscure toy distributors over the years.
Here is a set from SH Toys.

You could also have the oil storage box version.

You could also get just a pump bundled with a race car. This one from SUCCESS toys.

i just picked up this very nice little set by Kleeware, they were a British manufacture who made plastic toys similar to Tudor Rose. this set is I believe complete but sadly has a piece of the sign missing, I will see what I can do to it.

Very nice. I think the hardest part to the repair is getting the right color. Looks like Lubritoruim on the sign. It is a delightful set and full of play value for its time. Nice score.

How on earth are you going to fix that broken sign Andy? That is a real challenge

i would trace the outline of the good one and then do the bottom and sides of the bad one on the same card. You can line it up so it matches. Lettering is the problem I would have.

Jim. Andy will be able to repair the signage and that part of the wall. I have seen those little plastic cars before..

Andy has an early Kleeware garage which still has the US IDEAL name displayed on top. Kleeware aquired a lot of tooling from Ideal and then Tudor Rose had it because they purchased Kleeware in the late 50's.

Here is a 1952 catalogue illustration of the Ideal garage.

Here is what the top section wording looks like.
