Old German toy soldiers. Who knows the manufacturer?

These about 7cm large German toy soldiers must be from about 1915. I bought them together with Elastolin 10cm soldiers from this time. They have no manufacturer sign. Who knows the manufacturer?

What material? Sawdust and glue on wire frames? Plaster? Lead? Papier-mache'. The bases are thick which suggests a composition material

Thank you. I can imagine that they are Mignot, but they are made like Elastolin, they are not made of plumb, so I do not think they were made by Heinrichsen.
