Nobleco,
What I mean is that no post war Dinky Toys had chrome plated hubs. The Atlas collection is managed by Jean Michel Roulet who does not want to admit that the Dinky hubs were not chrome plated. They were simply spun and may or may not have been polished and have received some sort of varnish treatment. This is one of the many errors in Roulet's books.
This photo of my 24z Simca Versailles shows without any doubt that there is no chrome and that the hub rusts. Chrome does not rust.
As for the real cars, they used to have tons of chrome on them : bumpers, front grille, mascots, window frames, door handles etc... and some people used to add a lot of chrome plated accessories.
As all the chrome is imported in France mainly from South Africa and the gouvernement asked the car manufacturers to reduce the imports. Renault designed the Renault 5 without chrome. The bumpers were plastic, there was no grille and the hubs covers when any were very small. Everybody followed and now there is very little chrome plated metal on European cars.
Today, most wheels are aluminium because they are cheaper than steel ones and the covers when any are plastic painted silver.
